大樓區分所有權人會議故意流會 - 法律

請教各位先進,
目前由於大樓正要辦理第一次區分所有權人會議來成立管委會(過去沒有管委會),

但由於對方故意趁著住戶們出國期間發放通知書,太緊迫而本棟無法全員出席(太緊迫也
部分無法即時填寫委託書),在人數有劣勢的狀況,請問是否能技術性的請本棟所有權人
都故意不要出席,讓人數未達2/3而流會,使會議擇期再辦?
