建商與里長簽的合約,管委會是否遵守 - 法律

如題
建案設計為前後兩棟,建造於兩個獨立產權上,中間原本巷子申請了廢巷,也獲准。
但與里長簽訂,仍須讓當地居民可以通行。
簽署人是建商負責人與里長。
買房子時以為中間巷子廢巷後,可以讓小朋友當作中庭,未知常有汽車直接停靠,造成出入不方便。
請問這種建商跟里長的約定,後續社區是否一定要遵守?準備進行點交,點交後建商其實也什麼都不管了。
