房東知道電費算錯卻未主動退費 - 詐欺

我租住的地方是透天厝隔成的套房
15間都有裝分表計算用電量
每月5號房東會把用電量算出 並以一度5元計費後 再通知我們繳費
今年7月電費(8/5收) 她全棟都算錯 都超收
只有幾位房客發現算錯 他們各自請房東重算 房東有退費
房東跟他們說 會在跟我們其他房客重算
但房東並未跟我們未發現算錯的房客聯絡 就當作不知道這回事
直到9/16被我們發現 並公開讓全部房客知道 她這時才幫我們每人重算
多收的錢她說 直接抵扣下個月的水電
有房客說這樣是可以告房東詐欺的
我們和房東對話 line都有留記錄 她有說她算錯
並說因為她私人的事太忙所以還沒跟我們說
8/5多收的錢 到了9/16都未主動告知我們 直到我們發現
想請問 房東的行為 能讓我們提前解約嗎
