住戶失聯多年(跑路)，如何追繳管理費~ - 法律

社區管委會(已立案)欲向該住戶追討積欠多年(98年至今)的管理費
金額約在五萬左右，且該住戶失聯多年，電話皆不通，據說欠錢跑路中..
如管委會寄發存證信函，也只能由社區管理員代為收受
無法提出有交付該郵件給住戶的證明，那該如何做呢?
如何請法院可以讓管委會申請調閱戶籍資料呢?
若該戶戶籍資料仍為本社區那還有解嗎???
