有土地所有權,建物卻不是我的 - 法律

大家好,第一次在本版發文,若有不當之處請見諒。
事情是這樣,在老家鄉下有塊土地A登記是家父的名字,土地A上有建物為敝姓的祖厝,
所有人為同個曾祖父的遠房親戚。
祖厝年久失修,已將牌位遷至別處。因此父親想來把產權切割清楚。
經過幾番討論,達成了初步協議為:我們用另外一塊小土地B交換建物的所有權,
這樣雙方就誰也不牽扯誰。
但是從戶政機構得知,建物所有權的轉換需要繳交一筆十多萬的金額給政府,
但對方不願意出這筆錢(而我們也不願意出,因為土地B的價值
明顯大過於建物的價值)。因此這件事就又擱置了。
小弟想請問的是,上述都是所有權雙方私相談定的條件,若是這方面行不通,
還有什麼成本更低且是正規的方法可以取得建物的所有權呢?
我們都是這方面的門外漢,希望有經驗的版友可以不吝指教,謝謝。
