…has enacted a provision which will take effect on January 1, 2015. However, a government concerned might NOT have time to amend its domestic laws prior to January 1, 2015. Therefore, some 暫行辦法/條例might be needed.

之所以將原先的standards改為guidelines係因為看了rjamesho大大在意見009的意見：
「Standard往往是指能量化的指標；而Guidelines是指“(操作)準則”。」
此隸屬於聯合國的國際組織所頒佈的準則，係要求締約國政府監督其授權代為執行檢驗工作的民間單位。
